How does the CSC start Economic Census Work

How does VLE assign the work to Enumerator?

शहरी क्षेत्रों के लिए, आर्थिक जनगणना वेबसाइट पर एक लिंक है, जहां से यूएफएस ब्लॉकों में घरों की अनुमानित संख्या डाउनलोड की जा सकती है -

VLE, अपने डैशबोर्ड - https://ecanim.in पर लॉग इन करने पर, उसके तहत Enumerators की पूरी सूची देखता है
एन्युमरेटर को आवंटन की इकाई ग्रामीण और यूएफएस ब्लॉक के मामले में शहरी है
एक प्रगणक को एक समय में केवल एक गांव / यूएफएस ब्लॉक सौंपा जाना है
एक बार जब एन्यूमरेटर निर्धारित क्षेत्र को पूरा कर लेता है, तो वीएलई को उस क्षेत्र को उससे डी-असाइन करने और दूसरे गांव / यूएफएस को असाइन करने की आवश्यकता होती है।
एक VLE एक ही समय में विभिन्न गांवों को अलग-अलग enumerators (या अलग-अलग UFS ब्लॉकों को अलग-अलग enumerators) को सौंप सकता है। यह एक ही समय में विभिन्न गांवों / यूएफएस ब्लॉकों में काम कर सकता है।
पूरा होने से पहले एक एन्यूमरेटर निकल जाने की स्थिति में, वीएलई को उसे उस क्षेत्र से हटाने और उस क्षेत्र को दूसरे एन्यूमरेटर को सौंपने की आवश्यकता होती है। पिछले प्रगणक द्वारा "प्रस्तुत" किए गए सभी रिकॉर्ड दिखाई नहीं देंगे और ताजा गणनाकर्ता को बाकी संरचनाओं पर केवल गणना करने की आवश्यकता होगी।

असाइन किए गए VLE को आवंटित घरों की संख्या में डालने की जरूरत है, जो कि ecocanim.in से डाउनलोड की गई संख्या का 120% होना चाहिए।

How does enumerator start enumeration of Household?

पहला चरण Google Play Store से Android संस्करण 5 और उसके बाद के संस्करण चलाने वाले Google Play Store से आर्थिक जनगणना 2019 एप्लिकेशन को डाउनलोड और इंस्टॉल करना है

पंजीकृत मोबाइल नंबर और पासवर्ड के साथ लॉग इन करने पर, उन्हें सर्वेक्षण स्क्रीन पर ले जाया जाएगा, जहां उन्हें आवंटित क्षेत्र दिखाई देगा - ग्रामीण क्षेत्रों के मामले में जीपी और शहरी क्षेत्रों के मामले में यूएफएस ब्लॉक

What is consider as complete Economic Census?

पूर्ण आर्थिक जनगणना के रूप में क्या माना जाता है?

किसी भी एन्युमरेशन एरिया के लिए - ग्रामीण क्षेत्रों में शहरी और गाँव में यूएफएस ब्लॉक - हर एक संरचना को एन्यूमरेटर द्वारा कवर किया जाना चाहिए और पर्यवेक्षक स्तर 1 द्वारा सत्यापित किया जाना चाहिए। चाहे सुपरविजन लेवल 2 राज्य सरकार के SL2 द्वारा किया गया हो / एफआईआर अधिकारियों द्वारा नहीं वीएलई / पर्यवेक्षक स्तर 1 की चिंता।

How does the CSC start Economic Census Work?

• The VLE needs to enrol enumerators in sufficient numbers
• All enumerators & the VLE have to undergo the learning on the CSC LMS, take the assessments & get certified.
• On certification – a login ID is created for all enumerators & the VLE based on their unique mobile numbers
• The VLE needs to login to his dashboard – https://ecensus.in and allocate work to all enumerators under him (explained in more detail in Point 3 below)
• All enumerators need to download the “Economic Census 2019” application from the Google Play Store

The area allocation by

• The area allocation to the VLE is to be done by the DC / DMs
• On logging in to the EC Dashboard - https://ecensus.in, the DC / DM will see the complete list of eligible VLEs in their district in the following fashion:
• Choose State
• Choose District
• Choose Sub District
• Choose GP
• The last drop down will have the entire list of VLEs available in the District
• In case of Rural areas, the unit of allocation is a Gram Panchayat (GP) – one or more GPs may be allocated to one VLE
• In Urban areas, the unit of allocation is a IV Unit – one or more IV units may be allocated to one VLE

How does VLE assign the work to Enumerator?

• The VLE, on logging into his dashboard - https://ecensus.in, sees the entire list of Enumerators under him
• The unit of allocation to enumerator is village in case of Rural & UFS Block in case of urban
• One enumerator is to be assigned only one village / UFS block at one time
• Once the enumerator completes the assigned area, the VLE needs to de-assign that area from him & assign him another village / UFS.
• One VLE can assign different villages to different enumerators (or different UFS blocks to different enumerators) at the same time. That is multiple enumerators can work in different villages / UFS blocks at the same time.
• In case an enumerator leaves before completion, the VLE needs to de-assign him from that area & assign that area to another enumerator. All records “submitted” by the previous enumerator will not be visible & the fresh enumerator will need to only carry out enumeration on the rest of the structures.

• The VLE while assigning needs to put in the number of households allocated -that number should be 120% of the number downloaded from the ecocensus.in.

How does enumerator start enumeration of Household?

• First step is to download & install the Economic Census 2019 application from the Google Play Store on a mobile phone running Android version 5 & above
• On logging in with the registered mobile number & password, they will be taken to the survey screen where the area allocated to them will be visible – GP in case of Rural areas & UFS Block in case of urban areas
• They need to follow the application flow as per the training provided to them.

Role of VLE after enumeration completed
by enumerator

• VLE is the first level supervisor
• He has to ensure the following:
• Area coverage has been 100% and no structure has been missed out
• Verify each record for accuracy on the defined fields 

• What is consider as complete Economic Census?
  • For any given Enumeration Area – UFS block in Urban & Village in Rural areas – every single structure has to be covered by the enumerator and verified by the Supervisor Level 1. Whether Supervision Level 2 is done by SL2 of State Government / FOD officials is not a concern of the VLE / Supervisor Level 1.
